Multiplex Builder, Whistler
Whistler has permitted three or four homes on most single-family and duplex lots since 2024. The rules are strict about floor area, buildings and rental, so on a Whistler lot the design decides whether a multiplex works. This is how the rules shape the building, and how we approach it.

A Whistler multiplex, in numbers
Every figure below is from Section 35 of Bylaw 303, or from the zone regulations it sits on top of, as consolidated on 8 August 2026.

Four homes, one floor area budget
The number that shapes a Whistler multiplex is not the unit count. It is the single floor area cap the homes share. In the RS1, RI1, RS2, RS4 and RT2 zones it works out like this:

That is before the exclusions. In each building, a qualifying in-ground basement can add up to 125% of the storey above it without counting toward the cap, and up to 105 m² of parking area is excluded for four homes. Layouts the bylaw allows
Clause 35(6) allows any combination of detached dwellings, duplex dwellings, auxiliary residential dwelling units and apartment or townhouse buildings, up to the permitted number of homes, in no more than two buildings. On a four-home parcel that includes, for example:
- One fourplex, four homes in a single building.
- Two duplexes, two buildings with two homes each.
- One duplex with an auxiliary unit in each half. An auxiliary unit may not exceed 40% of the duplex unit it sits in, 35(11)(b).
- Two detached houses, each with an auxiliary unit. An auxiliary unit may not exceed 40% of the house it sits in, 35(11)(a).
Which one is right depends less on taste than on the site: where the grade allows a qualifying basement, how six parking spaces reach the road, and how two buildings fit between 3 metre side setbacks under a 7.6 metre height limit. It also depends on who the homes are for, because the rental and employee housing rules decide what can be sold and what must be rented.
Where a Whistler multiplex is won or lost
- The basement. The exclusion only applies to the lowest floor, and only where at least half of its exterior wall height is below the finished ground adjoining the wall. Grading, retaining and the floor plan all have to be designed to that test.
- Parking. Up to six spaces, each reaching the road directly or through one other space. On a narrow or steep frontage, the driveway often decides how many homes are practical.
- Rental and title. Two of four homes must be residential rentals, and a strata sale needs an employee housing agreement. The building program should be set with those units in mind from the start.
- Permit areas. Section 35 exempts the design from form and character development permits, but not from riparian, sensitive ecosystem or wildfire protection development permits, 35(25).
- Mountain construction. Snow-load structural engineering, snow-season access and moving trades and materials up the Sea-to-Sky corridor all belong in the budget from the first meeting.
How we work in Whistler
- The zone and the five tests. We confirm the zone and whether the parcel qualifies under clause 35(5), before anyone draws anything.
- The site and the title. Grades, access, servicing, development permit areas and the covenants on title, which remain in effect under Section 35.
- Basement first. We test how much of the program can sit in a qualifying in-ground basement, because that sets how generous the homes can be.
- A number, early. A construction budget and a permit path before drawings are finalized, so the design is calibrated to the number rather than the other way round.
- One team from design to handover. Design, engineering, permitting and construction under one contract, with our own site supervision from our West Vancouver base.

Whistler multiplexes: common questions
Can I build a fourplex in Whistler?
On most single-family and duplex lots, yes. Section 35 of Whistler’s Zoning and Parking Bylaw No. 303 permits four homes on a parcel larger than 280 m², and three on a smaller one, if the parcel is serviced by municipal water and sewer, is wholly or partly inside the Whistler Urban Development Containment Area, is 4,050 m² or smaller, is not in a transit-oriented area, and is not in a zone whose minimum subdivision parcel area is 4,050 m² or more. The Municipality counts 2,942 parcels that allow up to four homes and 93 that allow up to three.
How big can a Whistler fourplex be?
The whole parcel shares one floor area cap: a floor space ratio of 0.40 or 511 m², whichever is lower, in the RS1, RI1, RS2, RS4 and RT2 zones, and 0.45 or 511 m² in RT1 and RT6. No home may be smaller than 32.5 m². Qualifying in-ground basement floor area, up to 125% of the storey immediately above, does not count toward the cap, and neither does parking area up to 105 m² for four units.
How many buildings can a Whistler multiplex have?
No more than two. The homes can be any combination of detached dwellings, duplex dwellings, auxiliary residential dwelling units and apartment or townhouse buildings, up to the permitted number of units, clause 35(6).
Do I have to rent any of the units?
Yes. With three homes at least one must be in residential rental tenure, and with four at least two, under clauses 35(17) and 35(18). Those units are identified on the building permit application, and the Municipality may require an annual statutory declaration. The Municipality states there are no rent or price restrictions on these units.
Can I strata the units and sell them?
Section 35 allows strata or Land Title Act subdivision on condition that the owner enters into an employee housing agreement with the Municipality, in the form of Schedule "T" to the bylaw, covering at least as many units as are required to be rental, clauses 35(21) and 35(22). Read that agreement before settling on a design or a sales plan.
Can the units be nightly rented?
Section 35 adds no tourist accommodation rights, clause 35(23). The Municipality’s guidance is that a property must be zoned for tourist accommodation and hold a business licence before it can be rented to tourists.
How much parking does a Whistler fourplex need?
At least one space per home and no more than six on the parcel, clause 35(15). Each space must reach the road directly or through not more than one other space, which allows tandem parking.
